Build out tooling to talk to Google BigQuery

Plan is to store scraping results in SQL DB for now (likely cheapest option) for team leveraging.

• [x] Map out database schema
• [x] Build out function/module to query data
• [x] Build out function/module to create new tables
• [x] Build out function/module to insert data
• [x] Create tables for location ID data, location-level data, and checkins data
• [x] Outfit existing scraping classes with export_to_cloud_sql() methods
