APM Planner 1.0.1 Mission Command Reorder Error #357

What steps will reproduce the problem?
1. Add a command in the planner
2. Click the Down button at the last row
3.

What is the expected output? What do you see instead?
The last row should not move. But the program show a "Row error" message, and 
the last command disappears.

What version of the product are you using? On what operating system?
APM 1.0.1

The check of RowIndex in the function Commands_CellContentClick in 
FlightPlanner.cs is incorrect. I have fixed it.
