MAV_CMD_CONDITION_CHANGE_ALT requires absolute altitude #437

What steps will reproduce the problem?
1. herein after two configuration files to see the difference. My home altitude 
is 120 m
2.

What is the expected output? What do you see instead?
in the case of simulation "bad" the plane crashes because the altitude is lower 
then home altitude.

What version of the product are you using? On what operating system?
ArduPlane 2.24 HIL on Windows 7

the installed planner wersion is 1.085 with last automatic upgrade applied.
