NHDPlus - 01010001 is not working for LayerSpecifications.all #2

When I try 01010001 for huc-8 and LayerSpecifications.all for the data type, 
the project folder is created but not filled, but if I try 
LayerSpecifications.Hydrography.Flowline for 01010001 the project folder is 
filled for that data type.  The other huc-8's that I've tried don't have this 
problem.

Attached is a chart of results for huc-8's 01010001, 03070101, and 04070006.  
The chart tells whether or not the project folder was filled for that data 
type.  Many are not filled, though I suppose this could be because there is no 
data for that huc-8, but 'all' should be filled atleast.

Note:  in the spreadsheet, there should be a leading '0' for each of the huc8 
values.
