Expose REST service to add skills to the list of skills #150

[x] add skill in list of skills (json request)

When training is rated by trainer, skills from training need to be added to the profile of the user that was listening that training.

[x] in service Rate training add skills
[x] read all skills from a training by training id
[x] add skills to user profile
[ ] create method that save all skills to the profile
