Allow UTC instead of time zone offset in DateUtil.toW3CDTF #92

As noted in the specs, both formats are allowed and identical:
1994-11-05T08:15:30-05:00
1994-11-05T13:15:30Z

The attached patch adds support for the second format. Note that I have not
run the test method.
