Bug Notification #20

It would be useful if an OpenStreetMap user could sign up for automatic notification when new bugs are reported in an bounded area that they can define, perhaps by message to their OSM account. Currently the site relies on people checking it occasionally, which is less proactive than the relevant people being notified of the area they work on.

This feature is planned in the new rails port.
