Disabling adding new bug reports on the OpenStreeBugs homepage #51

As requested in #50, here ist the pull request to disable adding new bugs in the homepage.

For my local tests I had to change the server url and to my surprise the image url form "/client/" to "./client/" I've not added these testing changes in the commits.
