Adds two pages, one under "Downloads" and another under "Navio for developers", describing how to download, build and run the Navio SDK for Windows IoT.
This is the basic information which will allow a moderately experienced developer (also non-Windows) to try-out Windows IoT and see their Navio working, at least with LED & PWM for now.
Later of course we need to add a lot more depth, images, videos and perhaps a walk-through of specific sample applications, i.e. actually using the SDK for your own project.
p.s. I used the relative link feature for markdown to the Downloads page from the development page. It appears to work in the GitHub editor, but please double-check. On that subject I noticed some of the Emlid pages have broken links to images. Let me know if this relative thing works when installed on your public web site, because then we could update the other pages on GitHub. I'd be happy to help with that too if you don't have time.
