Do not assert that PhaseOfMatter and StateOfMatter are Matter #138

Since concepts PhaseOfMatter and StateOfMatter only make sense at the continuum scale they should not be asserted to be subclasses of Matter. Let the reasoner figure out that StateOfMatter is continuum.
