Adding isDescriptionFor as the inverse of hasDescription.

Having isDescriptionFor simplifies the RDF representation of datasets.

This is a reopened version of PR #271.

Moved isDescriptionFor to dataset module, as suggested by Emanuele

Closing this PR since the dataset module is introduced in PR #291
