build ro-crate for wf outcome #18

Add a new module to generate a RO-crate based on the input-output of a metaGOflow run.

Exploit template and python script from the MetaGOflow-Data-Products-RO-Crate repo.

Remember, we build a RO-crate only for the i/o of the wf.

Another ro-crate has been already been building for the content of the source code of metaGOflow.

We need to have 2 cases:

if sample in ENA
if local sample used

For some reason, I cannot have 2 types of licenses so if I unmute line 436 the validator will fail with the following message:

"Licensing property check": [
        false,
        "Semantic Error: Invalid ID Value at https://creativecommons.org/licenses/by/4.0/legalcode. It must be an URL."
    ],

@steninidak @jprmachado you could check on that for the next release. Feel free to close this issue and open a new one if you prefer.
