Updating functional annotation software #49

I've updated the version of IPS to 5.64-96.0 (Sept 23) and changed the Dockerfile so that IPS now runs on AMD EPYC cpus (Issue https://github.com/emo-bon/MetaGOflow/issues/45). While I was at it, I also updated EggNog and HMMR to their latest versions.

(same PR that was closed but re-opened for merger with develop branch)

Hi, this is a follow PR of #48 . @cymon fyi you did not have to open a new one. If you want to change the target branch of your PR, all you need is to click on the edit button on the right of the title of your PR and then click the target branch to pop up all the possible targets
