change the marineregion in the observatory.ttl files #16

The marineregion in the observatory.ttl files is just a number but should be the MR URI (http://marineregions.org/mrgid/####) right now we have e.g. emobon:marineRegion '1904'^^xsd:anyURI ; followed later by http://marineregions.org/mrgid/1904 mr:contains http://marineregions.org/mrgid/4263 ; am wondering why this is in here twice?

This can be done in the template or the logsheets tranformation step - let's discuss
