If you import, export then import again, the assessment has no data in it #427

Steps to reproduce:

  1. Create a new assessment
  2. Click Import/Export in the sidebar then under Upload project, select an export JSON file and click Import file. You should see the house image above get populated.
  3. Under Export click Download project data and save the file somewhere
  4. Follow steps 1. and 2. again with the downloaded file
  5. Nothing is populated in the house image: image
