Correct West Midlands export ID, stop adding VAT to export rates #168

Feed IDs for West Midlands and Merseyside and Northern Wales were inverted.

Removed the code that adds VAT to the export rate; there is no VAT added to export for private customers.

Export figures in the graph now line up with the figures published from Octopus.
