is it possible to make it work with mpv?

This is a video renderer that only works with DirectShow players. So answers are NO.

MPV does not use DirectShow. MPV developers can easily implement VSR themselves in their D3D11 code.

There are plenty of scaling filters for Vapoursynth already which are superior to VSR.
