Globally define identifiers and paths for test cases

For any subcases, we need to generate:

• A path to store the regression data
• A printable name to use in the pytest name
• Urls to use in the dashboard

Currently this is a lot of ad-hoc code here and there that conflicts a lot, all of these should be encapsulated in the case objects themselves.
