CCL 4 license generates error if selected

The following issue was noted while testing #66. We think it is not directly related to the manual deposit work, but want to track this bug for future remediation.

Note: I have not tested all the CCL values, but have encountered the one below because it's commonly used by Samvera Community publications.

Steps to recreate:

1. Start a new manual deposit
2. From the detailed metadata edit form, select the option for CC-BY 4.0 Attribution 4.0 International (https://creativecommons.org/licenses/by/4.0/)
3. Submit the work
4. See parser error
