Rework header structure on Emory adjusted pages

Fix header structure on homepage and help pages to address missing <h2> element to optimize screen reader responsiveness.

• couldn't find an error on /help or /help-requesting
• home page, converted the < p > subtitle in the hero to an < h2 > and changed the styling for that specific element.

• on /about, there were h2s but no h1. I converted the top h2, "About ArchivesSpace" to an h1. if this is not acceptable, we just need a page title to be the h1, and/or a different title for the first section. Maybe could make the page title just "About" and then do the 3 section titles ArhcivesSpace, Accessibility, etc.

Screenshot from current test site with corrected headings hierarchy, this is not noted as an issue. On production you can see the issue still exists.
