Create Avalon Admins for Production to Prep for Operational Status

For the Avalon prod, arch, and test sites, please add the following people with permissions to be able to add videos and manage content. Please advise if there are questions or concerns with this request.

I get the following error: "The change you wanted was rejected. Maybe you tried to change something you didn't have access to. If you are the application owner check the logs for more information."

@libdgg That may need @devanshu-m to look at it.

@libdgg @AGCooper the new code to make logins for duplicate users possible from both canvas and shib was only on test. That code has now been pushed to prod and arch. Doug should now be able to login using both providers on all envs, and be able to see the Manage tab when logged in via shib only.

Met with James on 12/10. Changing the date on this ticket to next week to give us time to confirm login works for Nina and Cari.
