[Spike] Set up monitoring for streaming outages #139

We should try to proactively identify when streaming stops working. In order to do that, we need to be able to recognize when it isn't working. Thousandeyes can easily sign in and navigate to a video page, but can it click play, and can it identify the error when streaming fails?

[ ] Investigate how to detect streaming failures, and recommend an implementation plan.

CB will explore how to setup thousand eyes using the health page to indicate availability.
