Add chicago citation option #1293

Implements #961

Details

Add gems citeproc and csl to standardize generating citations and ensure all citation rules are respected
Add CitationFormatter to generate citations using the citeproc gem
In case a citation cannot be generated using the formatter, generate a default citation using the preexisting implementation we had in marc_export.rb

All citation requirements were reviewed and approved by @eporter23.
