Upgrade Rails to 5.2 #1311

Resolve multiple dependabot issues

@eporter23 for testing, we just need to test core functionality to ensure the Rails upgrade did not introduce any new issues. The releases to Test and Arch are both functioning as expected. This fix is under release v1.8.5.

Deployed to production under v1.8.6
