Update blacklight to v7.4.2 to resolve Honebadger issues #83159596 and #83683134.

Released in v1.8.6

@eporter23 for testing, we just need to test core functionality to ensure the Blacklight upgrade did not introduce any new issues. The releases to Test and Arch are both functioning as expected. This fix is under release v1.8.6.
