Adjust Curate date/timestamps display on View FileSet pages #716

UPDATE: now that we have preservation event details displaying, should we expand this ticket and its estimate?

Timestamps are recorded in UTC; adjust display of these so that they reflect local time and date.

In the View FileSet page, Hyrax displays a timestamp when you hover over the date shown in the User Activity section. This indicates when a fileset was ingested and is useful for determining when an import completed.

Desired output: Adjust the value of the date that appears when you hover over the date so that it is shown in local time.

Discussed in 11/4/ meeting: Hyrax/Fedora will store the dates as UTC. So, we will need to convert these dates for display purposes.
