Administrative features for Lux

Story

As a repository administrator, I want an administrative feature set similar to what was implemented for Library Search, so that I can perform functions such as creating banners for the application on demand

Use one or more of the following options to provide acceptance criteria.

This work could also be combined with the ability to manage Featured Collections on the homepage described in #1607.

Checklist

• [x] A set of Administrator users is established for Lux (same users as are Admins for Curate)
• [x] Within the Lux interface, an administrator can login to an administrative dashboard
• [x] An administrator can create an application banner using an interface
• [x] An administrator can deactivate an application banner using an interface
• [x] The administrative dashboard can be expanded over time to accommodate more features
