Shib Application Work #601

At the end of this ticket, the application should:

[x] Show a link to login with Shibboleth
[x] create a new user when a new user successfully logs in with Shib
[x] update an existing user when an existing user successfully logs in with Shib
[x] allow successfully logged in users access to the authenticated user functionality, like depositing.

From previous work, this should use the suby-saml gem to implement these features. If ruby-saml becomes a roadblock, omniauth-saml can be used instead.

Draft PR has been created. Remaining work is to work with Middleware related to environment variables and writing tests.

We met one Monday with @bwatson78 and @rotated8 and reviewed the PR. Everything is ready to go.
