Added Cirrus for Ubuntu #11

The first attempt took 15 minutes to schedule and then failed immediately with

Back-off pulling image "ubuntu-1804-lts"

First impressions with Cirrus are negative. AppVeyor scheduled immediately and worked on the first try.

Second try failed because apt-get couldn't find any of the packages. (Was going by QEMU's example for FreeBSD.)

Tried without any apt-get prep. Of course that failed without cmake. Going to reject Cirrus for now.
