Add an admin API #149

To simplify testing, it would be useful to be able to perform the following tasks programmatically from cypress, using some sort of API:

[ ] Log in to the admin console (or include a token in the URL)
[ ] Clear existing batches
[ ] Clear existing players (https://github.com/empiricaly/empirica/issues/110)
[ ] Create a new batch with a given treatment or list of treatment conditions
[ ] Start a batch
[ ] Stop a batch

Not yet, sorry. I don't have a timeline on this unfortunately. Currently, we're focusing on stability and deployment. After that we're due for a rework on the admin UI and, at the same time, the admin API.
