deployment: re-deployments do not update the treatments and other config files #562

Is there an existing issue for this?

What happened?

After having set up a deployment server, if you upload a new bundle and run it, it will not currently update the treatments.yaml, lobby.yaml and empirica.toml files. At least I think it doesn't.

I just saw this issue and wanted to add that, at least for me the empirica.toml did update on rebundling and redeploying. (I simply updated the password field for admin panel and that worked).
