@sethalt Would there be a way I could attempt to print this so I can walk through the instructions?
@JaneZC it's not on staging yet so no. However, all that 'print permit' button does is open a print dialog window (the same as cmd + p). So you could try to print any page to understand how printing process might work.
This would be my recommendation for now; I'd avoid 'monochrome' as I think that's a confusing term and I suspect we also don't need the size of the paper. (Although I suggested @bryanmcfadden that we ask our testers to tell us what paper type they have in the printer so we can get a better gauge on that.)
So just use:
Please print your permit(s) on plain white paper and in landscape orientation.
If possible, it might be best to avoid asking people to choose the orientation. Perhaps we can use printer style sheets to default to landscape orientation, without asking people having to do it manually? Or, perhaps we can turn the permit 90 degrees so that it would print without having to change printer settings or work with printer style sheets?

100% to Jane's comments. I don't think we should burden users with having to set the orientation. The sheet should be rotated so that it prints the full sheet from the default portrait setting. As is, many people will print the page portrait style without knowing/thinking the full page landscape orientation is important, but it would actually have a major impact on LEOs ability to distinguish the permit out in the field. If this change is made, then update the instructions and remove the printing orientation piece.
We need to add some content that conveys the importance of printing the permit. cc @ASprinkle and @JaneZC
E.g. "This is your valid permit. In order to cut your tree legally, you must print this permit and bring it with you when you cut your tree, following the instructions printed on the permit on how to display it properly."

Suggest the below. Why people should print it is probably more important than how, especially since a lot of people have noted during testing that they want to save the permit to their phone.
You must print this official U.S. Forest Service permit and have it properly displayed on your vehicle when cutting down your tree. When printing, use plain white paper and the landscape orientation. The printed permit contains instructions on how to properly place it on your vehicle.
p.s. I would also recommend adding language to the Rules and Regulations section that people must display the permit properly on the vehicle, as that would seem to be an obvious place for that type of language. Maybe we can add this to future refinement of the content, particularly once we have more details as to how many permits and where the permit is to be displayed.
Updated with slight changes. @sethalt mentioned they can flip the permit to portrait. @MelissaBraxton I do not think we need language at all telling users about the orientation settings on the printer - especially since the default is portrait - so I edited that out. If we need to add it in, we still can.

@JaneZC can we please remove the "official U.S. Forest Service" language from the first sentence? Let's just call it a permit, and specify the tree they are cutting down is a Christmas tree.

Also, where does the "Return to the Mt. Hood National Forest Christmas tree permit website" take you? Does it take you to the actual USFS website? or back to the e-permits Mt. Hood page? We might want to find a way to make that shorter and more clear.
@ASprinkle Sure! I put the US Forest Service in there as a way to explain the 'valid' language that Melissa mentioned in her text.
The link takes you back to the Christmas tree guidelines page so people can get more information about their trip, now that they've bought their permit. I think one of the questions that is still pending is what that link should be so this is more of a place to start then the final determination. (So here - https://forest-service-trees-staging.app.cloud.gov/christmas-trees/forests/flathead/tree-guidelines ).
