As a user, I would like to see the buy permit button in the menu so that I can easily navigate to the buy a Christmas tree permit page from anywhere in the Christmas tree permit information page for my forest.

I updated this story to specify the Buy Permit option in the Menu vs. on the Find a Forest page because we want people to select their forest first, and see that there is information that they can look at if they want prior to going to the buy a permit page.

@sadlerw - I was going to say we need a little space between the button and the Contact us label...to separate the actual menu with the button and make the button the list width...but I'm not so sure we need either...I'll let @tram @MelissaBraxton comment.

(also, the other button says "Buy permit with credit card")
