[x] user understands permit is non-refundable

[x] find out if pay.gov can be configured to show a not refundable message (moved)
[x] design where text should go on page and within flow (will and nate)
[x] Add text prior to the redirection to Pay.Gov to inform user that permits are non-refundable (will)
[x] tts approval
[x] PO approval

That looks great to me!! While permits are non-refundable from FS offices, and you've provided a solution to inform the user that permits are non-refundable, I am curious what the follow up is RE @sethalt question on Slack regarding "whether we can add a non-refundable message on pay.gov".

Looks like this mock for the forest specific page needs to be updated? I 👍 the content on #427, which looks like a refined version. The other 2 mocks LGTM!

As per my comment on #427, just add the comma between the 2 independent clauses on the permit form:

"Christmas trees cost $5.00 each, and each household is allowed to cut up to 5 trees per permit."
