As a user, I would like to see an error page when api is unreachable. #456

When the server is down, the user should be taken to an error page. Currently the page just partially loads.

Acceptance criteria

[x] user gets a message when there is a timeout and does not see partial page content

Tasks

[x] design new 500 error page (shekar)
[x] add interceptor to display new page (shekar)
[x] TTS approval
[ ] PO approval

@MelissaBraxton @tram Please see the screenshot of the new error page for handling server errors, and provide us the feedback.

Looks good with a few small edits:

Change H1 to "An internal server error occurred"
Make sure H1 is in sentence case (as it is in the above bullet)
Recommend changing H2 "An unexpected error occurred." to "What can you do?" to be more descriptive and also stay consistent with the content on other error pages. (like here: https://github.com/nciinc/fs-permit-platform/issues/45)
