What

Banner section to be designed and built for the homepage. This should match the wireframe as close as possible and be the first section of the homepage.

@EChesters I couldn't see the wireframes for all pages. Are all pages to have a banner? If yes, will be worth making a reusable "banner" component to use on all pages

@CathMollie @rocioleon whilst the designs are being done I can pick this up to make the react component and prettify it with some sass at a later stage (or someone else can)
