Add quick start tours for use cases #104

In #90 a quick start menu in settings has been added. Add a tour skeleton for each use case using shepherd to intro_tour.js (maybe rename file to tours or sth, keep full intro tour which will be added later). Please commit directly to branch in #90

I added the skeleton to #90

Because of the duplication of IDs I changed the last step of the tour "PV-Freiflächen finden" to a different layer (Flächennaturdenkmale) because that had an unique ID.
