Add cfg(ircd) type '3' to prevent and hide the use of mode 'secure' for ircds InspIRCd, Solanum, and ircd-seven #140

Description

Server ircds InspIRCd, Solanum, and ircd-seven do not support channel modes +D and +d and therefore, secure mode is redundant and should not be allowed.

Implementation

Implement handling using cfg(ircd) value 3
Hide secure mode from arm:cmd:mode in usage
Shunt the binds for procs:
- mode:add:D
- mode:rem:D
- mode:add:d
- mode:rem:d
Add handling in install.sh installation script
