Reposition "Promote" button to a more intuitive position #78

By adding the "Promote" feature the buttons, "Vote" and "Promote" appear side by side, and especially in mobile, the "Promote" button is located where the "Vote" button would be expected.

Fixed. Promote button positioned on the top of the poll detail.
