Summary

Bump PyYAML version to <7
Remove version pinning from dev packages
Update classifiers to currently supported Python versions

@tony could you make a new release after this? I would be also interested to contribute more into updating this project to more recent development practices

I have no objection to this, though I am not maintaining this project actively

The pyyaml upper bound was removed completely in #252. Let me know if this works
