Add Certifications #27

Add certifications as separate elements, get examples from project group. Two ways to add this:

  1. As a separate element as a part of the ELMO XSD
  2. As a separate element as separate XSD and let ELMO be a container

This was my comment. Just to clear up: I meant this to be a general comment, not about the certifications specifically. Whenever we design a feature, we could make it into a separate schema. This is a bit similar to splitting the Address type into a separate repository in EWP. This makes it easier for the type to be reused in other projects. However, this works best with "standalone" types, so "certification" might not be a good fit for that.

In other words, I believe that the first solution might be better for this one. But we still need these examples to confirm that.

Too complex for now. We need to discuss it with more partners.

ELMO meeting 15.12.21: Community not ready for implementation. Interest only from Norway to move on with this at the moment.
