This only builds the libFortranRuntime.a required for linking Fortran libraries.
Only the runtime patches (4-7) are strictly required, however, the others are kept for consistency with https://github.com/conda-forge/flang-feedstock/pull/69
The package is named libflang also for consistency with the conda-forge feedstock
