Improvement of TDC

current TDC :

• fixed coarse and fine delay line (3 coarses - 1 fine) in 0.4
• concatenation of output values for multiple tdc

expected TDC :

• parallel output values can be summed or averaged
• compute hamming weight in hardware (data compression)
• raw output

parallel hamming weight output in https://github.com/samiBendou/sca_framework/releases/tag/0.6.1 software average/sum of hamming weight output of each sensor.

For each sensor :

• 8 data bits (HW)
• 4 fine bits
• 2 coarse bits Leads to up 4 TDC per data register, 8 TDC with 2 data register, 1 fine and 1 coarse

• raw multiplexed output (32 bits/8 delay block)
• summed output to fifo (32 bits)
