Add implementation of TI Tagit Plus vicinity card based on implementation of TI Tagit Standard, introduce support for reading multiple blocks and sysinfo command
Remove unapparent configuration dependency on CONFIG_ISO15693_SNIFF_SUPPORT for vicinity card applications to compile by extending criteria when to include ISO15693-A.c
