Add CI for eelbot-ui #11

Specifically the UI should have a couple of things:

Lint JS, for both formatting & Errors. Nowadays AFAIK Eslint is the goto but should be investigated
Lint should run in CI so we don't merge badly formatted stuff
CRA provides some harness to write UI tests already, if these are actually used during frontend dev, they should run in CI.
