Enhancement... Proxy Setting #104

It needs to allow the configuration of Proxy even without having the User
Signs-in.  Because if I couldn't connect to the internet, then how do I
sign-in?

This patch places an options button on the modal login control that resolves 
proxy 
chicken-egg problem with this issue, 104, and also issue 114
