test: added automated test to verify CLI install works

This PR does the following:

• Adds a test to verify the CLI can install Compound with the updates in the given PR
• Updates the visreg test to only run if a file in the components directory has been modified.
• Moves both test jobs into a common tests.yml file
• Updates node-version to match CLI requirement.

To Review

• [x] Checkout this test run where there were no components changes, and verify the four steps (including node, dependencies, storybook, and percy) were skipped
• [x] Then checkout this test run were there were changes in components and verify the full "Visual Regression" job was run.
• [x] In that last run, verify the CLI was able to install the feat/cli-test branch of Compound

For the last functional testing step, I'm unable to find feat/cli-test anywhere in the logs, but I did find a line pointing to this PR which is the feat/cli-test branch, so that's good enough for me.
