Summary

This PR fixes/implements the following bugs/features

Installs Storybook so that we can see these components in isolation
Updates node-sass to sass
Sets up all of the linting stuff we currently have in emulsify-drupal

How to review this PR

[x] Pull this branch, and rm -rf node_modules
[x] nvm use (make sure you're using the right version of node/npm)
[x] npm install
[ ] npm run develop and verify everything compiles without errors, and that the storybook loads, and all of the components look/function as expected.
