feat: blockquote refinements - add_attributes

Summary

This PR fixes/implements the following bugs/features

• Adds add_attributes to the blockquote component

Making the existing blockquote component more up-to-date with our current components. We're trying to use the add_attributes function to make all components easier to extend.
