Using ensure latest when installing deb #2

Because if vagrant is already installed on the system... it won't get updated to the newer version (example 1.6.3 => 1.6.4)

This problem also exists for RPM-based systems.

Hi! I've forked both this and mjanser's modules to resolve outstanding issues. Have a look at https://github.com/unibet/puppet-vagrant and let me know if there is anything lacking. Pull requests are more than welcome.
